Looks good. =)
My aesthetic advice, as with almost all Ut3 maps, is to make sure there's some color in there, some noticeable lighting. And, I've noticed a lot of maps don't use any of the "detail mode" effects; the blowing wind, visible fog particles in the air... if you haven't already, these effects might be useful for giving your map a cold feel. Looks good; can't wait to try it.

It's looking good. The mix of Necris and oriental architecture is seems to be working quite well, and I like the pale blue-green tint. The only thing that sticks out to me in the screenshots is the way there's snow all over the steps, but not the adjoining tiles and other bits of outdoor scenery.

Ooh, color. I almost forgot about that!
I bet some red oriental globe-lights would look good.I thought maybe I could use some decal emitters to put snow on other surfaces, but I haven't found any snowy material decals yet. :\ If I can't find any I'll just replace the steps with ones without snow on them. Quote:

you could always use some terrain for the snow anywhere you can't get it, don't know how ut3 handles terrain but i bet you could pull it off without using the cursed decal emitter things
